Second round of the "Programme to improve the absorption capacity of Vojvodina for the use of EU funds" (2011)

 

A second round of the "Programme to improve the absorption capacity of Vojvodina for the use of EU funds", organized by the Provincial Secretariat for Labour, Employment and Gender Equality and the Centre for Strategic Economic Studies "Vojvodina-CESS“, was held during January and February 2011. The first cycle of the program took place in May and June 2010. year.

 

The programme is intended for representatives of local self-governments in Vojvodina in order to, on the one hand, educate them about European integrations, principles of functioning of the European Union, regional policy, as well as various options for funding and support for the development of local self-governments, especially the IPA funds open for Serbia. On the other hand, the goal of the programme is to, after providing them with theoretical background, train participants to apply and participate in EU funds, in order for them to directly apply for the funding of the European Union and, thereby, promote the development of their municipalities.

 

The second cycle of training was attended by 35 participants, of whom the most part were representatives of the municipalities in Vojvodina. Besides them, particiapants were the employees of public companies such as “Vode Vojvodine” and the Institute of Cardiovascular Diseases of Vojvodina, which also can apply and use the opportunities of the European Union funds.

Conference "Human Resources as Drivers of Competitiveness" (2010)

 

Centre for Strategic Economic Research of the Government of the AP Vojvodina "Vojvodina-CESS" organized, in cooperation with the Institute for Advanced Studies in Vienna - IHS and the Vienna Institute for International Economic Studies - WIIW, its third international conference, entitled "HUMAN RESOURCES AS DRIVERS OF COMPETITIVENESS", 21-22 October 2010 in Novi Sad. The conference was held under auspicies the Austrian Development Agency - ADA, within the project "Strategic Partnership in Support of the economic development of Vojvodina".

The conference was opened by H.E. Clemens Koja, the Austrian Ambassador to Serbia, Snezana Lakićević, State Secretary for Labour in the Ministry of Labour and Social Affairs, prof. Vladimir Gligorov, senior economist at the Vienna Institute for International Economic Studies and Miroslav Vasin, Provincial Secretary of Labor, Employment and Gender Equality. After the opening, the following panels aimed to show the state of labor markets in the region and the challenges that are put before policy makers. Through examples of neighboring countries, possible measures and ways of solving the urgent problems in this area were offered, and there was a presentation of projections of the number and quality of the workforce who will be able to be leaders of development and to support the strengthening of innovation as a driver of development in modern national economies.

The second day of the conference presented the EU pre-accession assistance instruments in the field of human resources, and results of market research work in Vojvodina, as a result of the project "Research Outsourcing." Topics that were discussed on the second day dealt with education, institutions engaged in training and, finally, organizational culture, which often appears as an obstacle to strengthening of competitiveness and which in Serbia is necessary to change and improve.

Programme of improving the absorption capacities of Vojvodina for using the EU funds (2010)

 

„Programme of improving the absorption capacities of Vojvodina for using the EU funds“ is organized by the Provincial Secretariat for Work, Employment and Gender Equality and Center for Strategic Economic Studies “Vojvodina-CESS”. The first cycle of the programme was officially launched on 14 May 2010 and it last during the following three weekends: 15-16 May, 22-23 May and 29-30 May 2010. After the training part was finished, participants traveled to Slovenia, as a study trip in the period 16-18 June 2010.

 

The programme is dedicated to representatives of local self-governments in Vojvodina, with the aim to educate them on the topics of EU integrations, principles of functioning of EU, regional policy. They were also presented with various possibilities for financing and supporting development of municipalities, above all, IPA funds open for Serbia. On the other hand, the purpose of the programme was to train participants for applying and participating in EU funds, in order for them to be capable to directly compete for financial resources EU offers.

 

Number of participant in the first cycle of the programme was 32 and they were representatives of the following municipalities: Bač, Bački Petrovac, Bela Crkva, Beočin, Inđija, Irig, Kovačica, Kovin, Kula, Nova Crnja, Novi Sad, Odžaci, Opovo, Pećinci, Plandište, Ruma, Šid, Sombor, Srbobran, Sremska Mitrovica, Sremski Karlovci, Stara Pazova, Subotica, Titel, Vrbas and Žabalj.

Workshop "Public-private partnership as instrument of financing local development" (2009)

 

 

Workshop Public-private partnership as instrument of financing local development was organized in co-operation with Novi Sad fair and Austrian Development Agency - ADA.

 

 

At the beginning of the workshop, a new CESS publication, “Guide for planning local development” was presented and it serves as an information tool for representatives of local self-governments and regional government in processes of creating development strategies and financial planning.

 

 

The event had the aim to inform the public about using development instruments as public-private partnerships and EU funds in order to give a contribution to enhancement of capacities for planning on the local level. Lectures were held by prof. dr Tanja Miscevic from Faculty of Political Sciences, dr Vladimir Gligorov, expert of the Vienna Institute for International Economic Studies and MSc Ljiljana Brdarevic from the Urban Institute from Belgrade.

"Partnership between University and Economy in Vojvodina - Step towards the Future" (2009)

 

The organizer of the round table was the Centre for Strategic Economic Studies "Vojvodina-CESS" of the Executive Council of AP Vojvodina.

 

 

Partners in the realization of the event were the Austrian Development Agency - ADA, Vienna Institute for International Economic Studies - WIIW, Chamber of Economy of Vojvodina and the Organizational board of EREF 09 - European Regional Economic Forum.

 

 

Round table was held within preparations for the European Regional Economic Forum - EREF 09 which is being held every year in Nova Gorica (Slovenia) under the high auspices of the EU Committee of Regions. The round table gathered relevant stakeholders from economy and academic community in order to start a dialogue about the best ways of strengthening competitiveness of Vojvodina through harmonizing labour market offer with the needs of companies. Participants of the round table discussed about the quality of higher education system, quality of human resources, examples of cooperation between educational institutions and companies and measures that need to be taken in order to position Vojvodina as an competitive region in Europe.

 

 

The recommendations and conclusions of the round table in Novi Sad were presented by representatives of Vojvodina-CESS and a representative of University of Novi Sad on EREF 09 in Nova Gorica which was held from 8th to 9th June 2009. Topic of the EREF 09 was “Developing human capital and managing Migration for More Competitive European Regions".

Lecture „Global Economic Crisis and its Consequences on the Economy of Vojvodina“ (2009)

 

In January 2009, Prof. Vladimir Gligorov from the Vienna Institute for International Economic Studies - WIIW held a lecture „Global Economic Crisis and its Consequences on the Economy of Vojvodina“. Prof. Gligorov spoke about the global economic crisis and its scope, different effects that influence the economy of Vojvodina and measures that can be undertaken in order to minimize negative consequences. This event is the first one in the series of thematic panels which will be realized in 2009 and represents an opportunity to open a dialogue and discussion about current issues and developments in the economic and social life of Vojvodina. Lecture is a part of the project “Strategic Partnership in Support of the Integrated Regional Development Plan (IRDP) of the Autonomous Province of Vojvodina” supported by the Austrian Development Agency - ADA.

 

Organizers of the lecture, beside CESS, were Provincial Secretariat for Economy of the Executive Council of AP Vojvodina, The Vienna Institute for International Economic Studies WIIW and Chamber of Commerce of Vojvodina.

 

 

Seminar "Instruments and sources of financing development of local self-governments" (2008)

 

One-day seminar “Instruments and sources of financing development of local self-governments” was held in November 2008 within the Investexpo Fair and had the objective to inform representatives of the local self-government about the most important instruments of local development, like strategic plans, and different models of financing development projects from the local level, like public-private partnerships. The significance of the Stabilisation and Association Agreement for local self-governments was analyzed and opportunities for participation in EU Cross-Border Cooperation Programmes were presented. 

 

 

Conference „Regional Development in European Context“ (2008)

 

Two-day conference, organized in October 2008 within the project “Strategic Partnership in Support of the Integrated Regional Development Plan (IRDP) of the Autonomous Province of Vojvodina” supported by the Austrian Development Agency – ADA, had the aim to introduce to the participants and the wider public principles of regional policy, contribute to exchange of experience in the regional development planning processes and give an overview of regional development concepts in the European Union and Western Balkans. About twenty domestic and foreign experts (from Austria, Bosnia and Herzegovina, Hungary, Croatia, Poland, Slovakia, Slovenia) held lectures at the conference and discussed about the measures and instruments for upgrading regional development.

  

 

Round table “Common Agricultural Policy of the EU and Consequences on Serbia“ (2007)

 

With the aim to inform local stakeholders about the Common Agricultural Policy of the EU an agricultural trends in the AP of Vojvodina, possibilities for the farmers to join cooperatives and implementation of the French model on the agriculture of Vojvodina, CESS organized a round table “Common Agricultural Policy of the EU and Consequences on Serbia“ in May 2007 in cooperation with European Movement in Serbia, Schuman Foundation, Executive Council of AP Vojvodina and Assembly of AP Vojvodina. The round table was attended by 60 representatives of scientific institutes, provincial secretariats and local self-governments.

 

 

Summer school “European Union funds and Programmes - challenge for us all“ (2006)

 

In cooperation with the Regional Chamber of Commerce Novi Sad, a summer school was organized in order to enhance local capacities for the processes of European integration and train participants for generating projects and application for EU funds. Summer school was organized in August 2006 and it lasted for 4 days. Fifty representatives of local self-government and regional chambers of commerce were present at the summer school. Lecturers were the representatives of the Ministry for foreign economic relations, European Integration Office, Center for Regional Studies of the Hungarian Academy of Science, as well as successful applicants within the Cross-Border Co-operation programme Hungary - Serbia and Montenegro.

 

 

One day course “Mastering of application techniques for Hungary-Serbia and Montenegro Neighborhood programme“ (2006)

 

One day course “Mastering of application techniques for Hungary-Serbia and Montenegro Neighborhood programme“ was organized two times, in May and June, and it was designed for representatives of local self-governments, provincial secretariats and development agencies. The course included the presentation of the new pre-accession instrument, IPA, proposals of the new budgetary period 2007-2013, methodology of defining projects and fulfilling out application forms. The course was attended by 100 participants. Representatives of the Center for Regional Studies of the Hungarian Academy of Science were the lecturers.

  

 

Conference “Local Economic Development“ (2006)

 

Topics of the conference “Local Economic Development“, held in May 2006 were the significance, methodology, perspectives of local communities economic development and transpose positive experience from other countries. About 100 participants were present at the conference - representatives of local self-governments and provincial secretariats.

 

 

Conference “Regional Policy of the European Union and its significance to the AP Vojvodina“ (2005)

 

Conference “Regional Policy of the European Union and its significance to the AP Vojvodina“ was organized in December 2005 with the aim to inform local self government representatives about the EU Regional Policy and its instruments and possibilities of AP Vojvodina participation in Cross-Border Co-operation programmes. About 150 participants were present at the conference.

  

  

Seminar “Process of accession of Serbia and Montenegro to European Union“ (2005)

           

Centre has organized a number of educational activities. Seminar “Process of accession of Serbia and Montenegro to European Union“ was organized in September 2005 with the aim of education and awareness-raising of the participants about the Stabilization and Association Process and the position of Serbia in that process, conditions that need to be fulfilled and about the results of the process. Presentations and lectures were published and distributed to the participants.
