Programmes of cross-border and transnational cooperation

 

CBC and transnational cooperation programmes represent an instrument for enhancement of regional co-operation with the aim to strenghten institutional, economic and cultural relations between regions in Europe. These programmes are an indice of capability of West Balkan countries to absorb financial means of EU funds through Process of Stabilization and Association. Also, CBC programmes help these countries to build cross-border organizational structures which will have adequate technical, administrative and financial caapacities.

 

 

IPA Cross-border Co-operation Programmes

 

Republic of Serbia has the possibility to participate in six cross-border co-operastion programmes with neighboring countries and 2 programmes of transnational co-operation: IPA Adriatic Programme and South East Europe Programme (SEE).

 

Participation of Serbia will be financed from the Instrument for Pre-Accession Assistance – IPA. Ministry of finance – EU Funds and Development Assistance Programming and Management Sector will co-ordinate and implement programmes, while European Commission delegation in Belgrade is a contract authority.  

 

 

Transnational Co-operation Programmes of the EU Regional Policy

 

Transnational cooperation involving national, regional and local authorities aims to promote better integration within the Union through the formation of large groups of European regions. Transnational cooperation programmes follow the recommendations of the ESDP (European Spatial Development Perspective) to encourage a sustainable and balanced development of the European territory. These programmes also promote better integration between the Member States and candidate countries and other neighboring countries.

 

 

INTERREG III B initiative which is dedicated to putting forward transnational cooperation consists of numerous programmes, and Republic of Serbia participated in the CADSES programme. The participating areas included: Austria, Greece, the Eastern and Southern Länder of Germany and the Eastern regions of Italy, Poland, Czech Republic, Slovakia, Hungary, and Slovenia in the European Union, three candidate countries Bulgaria, Romania and Croatia, and six non-Member States (Bosnia-Herzegovina, Serbia and Montenegro, Former Yugoslav Republic of Macedonia (FYROM), Albania, Moldavia and Ukraine. In the next period, CADSES was transformed into two programmes: CENTRAL – (Central European member states and Ukraine) and SEE (South East Europe) in which Republic of Serbia can participate in.

 

 

Republic of Serbia is also participating in the IPA Adriatic programme, developed from the INTERREG III A Adriatic Initiative which has the goal to promote strengthening of relations between the countries of the Adriatic area.
