Research Outsourcing
Research Outsourcing is a project of Vojvodina-CESS implemented in cooperation with the Austrian Development Agency, within the Strategic partnership in support of the Integrated Regional Development Plan of the AP Vojvodina. The project aims to strengthen the institutional capacity of CESS and to connect it with the research community, both with individuals and teams. In this way the research practice is supported and a network of cooperative institutions developed.
The project resulted in 9 research papers approved: 4 by individual researchers and 5 by research teams. Topics covered major aspects of regional development and contained recommendations for decision makers in the Province in the field of regional and economic development. The approved projects were submitted by teams and researchers from the country and abroad (Montenegro, Croatia, Greece, Poland).

 ICT usage in small and medium enterprises in the AP Vojvodina
MSc Milica Dakovic, consultant in the field of ICT, explored the role that ICT plays in the development of small and medium enterprises, which present one the key sector of the economy of Vojvodina and are expected to be drivers and bearers of future economic growth. To what extent SMEs will be able and willing to accept and successfully use new technologies will substantially affect their growth, especially if they want to be competitive in global market. The study includes a review of the current use of new technology in the SME sector, what are the needs of SMEs for this type of technology, as well as recommendations for decision makers in this context in order to encourage economic development of Vojvodina.

 Assessment of external costs associated with air pollution from the production and usage of biodiesel in Vojvodina
Bio- and petroleum diesel fuelled vehicles are an important source of emissions of many pollutants and these emissions causee considerable damage affecting a wide range of receptors including humans, flora, fauna and materials. It creates external costs that are not adequately considered, when making decisions and so a non-optimal allocation of resources leading to welfare losses may occur. Ferenc E. Kiss, from the Faculty of Technical Science, University of Novi Sad, aims in this research paper to, first, assess the external costs of pollution by production and usage of biodiesel in Vojvodina, and then, based on this, give recommendations to decision makers on how to identify, quantify and monetise these costs.

 Vojvodina and EU regions – Structural Analysis Concerning Age, Gender and Education and Comparison of Labour Markets, Labour Migration and Policy Measures
The basic idea of the research paper provided by the team of the Faculty of Economics, University of Novi Sad, is to compare labour market in Vojvodina with regional labour markets in EU and to evaluate regional labour market disparities between Vojvodina and EU regions at the NUTS2 level. The emphasis is put on the labour market's structural aspects. The final goal of this research is identification, articulation and recommendation of labour market policy measures in order to create active and flexible employment policy and to reduce regional differences between Vojvodina and EU regions in the context of EU accession and to reduce sub regional differences among counties in Vojvodina.

 Perspectives for agriculture of Vojvodina in the light of scenarios and models elaborated in the framework of the research projects of the European Union
The research paper on perspectives for agriculture of Vojvodina is produced by the team of researchers from the Institute for Geography and Spatial Organization in Warsaw, Poland. Professor Jerzy Bański (coordinator), MSc Maria Bednarek Szczepańska, PhD Konrad Ł.Czapiewski and MSc Marcin Mazur analysed the challenges ahead of agriculture in Vojvodina in the context of Serbian integration with the European Union. The importance the agriculture sector has for Vojvodina demands a such a detailed study on perspectives of its development, this one being made on the basis of scenarios and models contained in various projects that are financed from the European Union.

 Serbia's Integration with the EU - Analysis of the Impact on Vojvodina
PhD Vassilis Monastiriotis (London School of Economics) is the main author of the research team that analysed the impact the integration of Serbia to EU may have on the AP Vojvodina. In the current process of Serbia's approximation with the EU, Vojvodina possesses several important sets of advantages, as well as notable weaknesses that are mostly structural. These advantages and disadvantages can play a crucial role for Vojvodina, as they shape, and are being reshaped by, the impacts emanating from the process of integration with the EU. The ultimate goal of the study is to provide assistance to policy makers when planning future actions and key priorities that aim at ensuring sustainable growth path for Vojvodina in the context of Serbian accession to the EU.

 Economic Crisis and Living Standard in Vojvodina
In a study titled "Economic Crisis and Living Standard in Vojvodina", Marko Vladisavljević (Faculty of Economics, Belgrade University) explored the effects of the economic crisis on living standard in the AP Vojvodina. Although the standard of living has increased since 2002, the rise of food prices and the economic crisis have left their mark, particularly when it comes to the most vulnerable groups of population. In this publication you will find an analysis of key indicators of living standard in Vojvodina, with special emphasis on threatened groups.

 The Labour Market in Vojvodina: A Boost or a Barrier to Competitiveness?
The aim of analysis by Sanja Crnković-Pozaić and Ferdinand Lechner, research team from Croatia, was to determine whether the labour market enhances or limits the strengthening of competitiveness of Vojvodina. The research takes into account the way in which human resources are utilized, the pace of restructuring of the economy and how it is followed by the changing patterns of skills in the labour supply, as well as the legislative framework and extent to which it motivates the working-age population to join the labour market. In the end, recommendations are made to policy makers on how to enhance the the competitiveness of human resources in the AP Vojvodina.
